Transportation was the big winner at the October 13th meeting of the Murfreesboro City Council.  Council heard the recommendations of the Parks & Recreation Director and Transportation Director to approve an agreement with RPM Transportation Consultants, LLC for a master plan which would create more bike lanes within the Greenway system and around Rutherford County in general.  The cost to develop the plan, which will be enacted over the next 25 years, is roughly $85,000, and apparently couldn't come sooner, as the current bike plan, for example, is almost 20 years old and as councilman Young pointed out, actually features many roads that either no longer exist, or were never built.  The city extended its lease with UNIVAR USA INC, an industrial property that brings in $2,000 to the city annually,  and Community Development allocated funds from the Housing Rehabilitation Program to repair two properties along Gold Valley Drive and Tune Avenue, and helped two more people get into homes through the Affordable Housing Assistance Program, with properties located on Briar Bend and Cason Lane.  The Water & Sewer Board entered into a new agreement with the company providing sewer inspection services, revealed bids for a new asphalt paver, dump truck, and track hoe, announced a sewer extension from Old Fort Parkway to Veterans Parkway, and terminated their contract for sludge removal from the water treatment plant lagoon.  Council passed, for the third and final time, the ordinances required to rezone areas along New Salem Highway for World Outreach Church.  Those areas are now officially zoned as multifamily and another portion as commercial highway. Still no word on what the church plans to do with the property specifically.  A Certificate of Compliance was granted to Victory Village Liquor & Wine on Franklin Road, and a public hearing was held to consider zoning amendments dealing with amusement rides.  The measure was then passed.  And finally, a public hearing was also scheduled to amend other areas of the Zoning Ordinance related to building height; that hearing is slated for November 17th.
