The charge of abuse and neglect of the disabled was levied against a Murfreesboro woman this month. Police say that 62-year old Rachel A. Douglas hit her disabled sister who is 65-years of age. The suspect evidently admitted to striking her sister, but could not remember when or why. The victim had bruising on her nose, eyes and cheeks.
